  • Only 1 person from each household can apply for the DHHL Assistance Program
  • If you have a change in information or forgot to add something to your application after submission, please wait for your assigned Case Manager to reach out to you
  • You can always click 'SAVE DRAFT' at the bottom of the application and come back to this site to complete your application and then click 'SUBMIT' to submit it for further processing
  • We are following strict compliance requirements outlined in the federal Consolidated Appropriations Act, 2021.  We are unable to qualify individuals outside of the scope the program.  For full details, please refer to

Please keep in mind of the requirements below:

  • Applicants MUST be on the DHHL waitlist
  • Applicants MUST be 18 years of age or older
  • Applicants MUST reside in the state of Hawaii
  • Applicants MUST be a renter
  • In order to meet the demonstration of hardship requirements, 1 member of the household needs to have qualified for unemployment benefits or experienced a loss of income directly or indirectly due to COVID-19, OR 1 or more individuals in the household can demonstrate a risk of homelessness or housing instability which may include past due utility/rent bills or eviction notice or any unsafe or unhealthy living conditions
  • Eligible bills are as follows:
  1. Rent (AFTER March 13, 2020 and on)
  2. Electricity
  3. Gas
  4. Water
  5. Sewage
  6. Trash
